The Vermont State Hospital in Waterbury was flooded during Tropical Storm Irene.

The Federal Emergency Management Agency says Vermont may not get as much money as officials had once thought to rebuild the flooded State Hospital and state office building in Waterbury. This funding and who knew about what Vermont could expect from FEMA has become an issue in the Gubernatorial campaign. VPR's Peter Biello talks with retired Middlebury College political science professor Eric Davis about this issue.
