For the first time, the state's Green Mountain Care Board will decide how much hospital budgets should go up each year. The Board has established a cap of 3.75 percent.Burton's U.S. Open Snowboarding Championships are moving from Vermont to Colorado. A preliminary report shows New Hampshire ended the latest fiscal year almost $9 million in the red. The state's fiscal year ended on June 30.
