The Vermont Department of Economic, Housing and Community Development plans a hearing February 13th in Montpelier.
Jen Hollar of the department says there's already been a great deal of communication with towns and organizations about how to fill gaps after FEMA and other assistance money is spent.
High on the list is helping with homeowner buyouts under FEMA's mitigation program. The program pays 75 percent of a flooded property's value. Hollar says some of the new federal money will be used to fill in the remaining 25 percent.
