State regulators have declined for now to appoint an independent counsel to review a planned merger of Vermont's largest electric utilities. But a group of ratepayers is continuing to press the issue. The Nuclear Regulatory Commission says it plans to review an incident at Vermont Yankee in which both backup diesel generators were not operating at the same time. The faculty union at the University of Vermont has ratified a new contract.
