Vermont Democrats held their annual caucus over the weekend to plan for the upcoming legislative session, and the discussion turned to Tropical Storm Irene.
House Speaker Shap Smith told his Democratic colleagues that Irene was a defining moment in Vermont history. Smith says it served as a reminder that government serves a purpose - especially in an era when much of the conversation is about what is wrong with government.
The Burlington Free Press says the caucus broke into a dozen small groups, and when members re-assembled, it seemed clear that themes for the session would be to react to Irene's destruction and seize opportunities created by the storm.
Lawmakers return in January.
