Bolduc says that Vermonters' concerns are greatly shaped by what is happening at the time. The most recent study was conducted in Spring 2010, so economic issues were paramount. The 2000 survey reflected the Civil Unions debate that was taking place then. Bolduc said the stability of opinions on measures of quality of life and well being over the 20 years of the study are notable.
