Last year, the Vermont Legislature charged Harvard professor of economics William Hsiao with designing three models for reforming the state's health care system. In presenting the models, Hsiao said the Vermont health care system, like the rest of the country is broken and that health care financing, organization, delivery and regulations are not working together. This has caused many people to be uninsured or under-insured and has created rapid cost escalation in health care.
