Vermont's first governor, Thomas Chittenden
State Archivist Gregory Sanford says that the Inaugural address is the governor's forum for distilling the promises that were made during the campaign and prioritizing them for the constituency. 

Sanford says that the inauguration is the moment of transition from candidate to leader and an opportunity to capture the imagination of all Vermonters.
