Five days after the ice started collecting on trees and utility lines in southern Vermont, several thousand still have no electricity; the Vermont Food Bank says the state's emergency food system faces a crisis; a New York man who slipped handcuffs and fled the Bennington Police station last week is back in jail; the Rutland Region Chamber of Commerce is urging city officials to work against a proposal to eliminate passenger rail service between Rutland and New York.
