This year 116 Vermont schools, or 38%, failed to meet federal standards for 'Adequate Yearly Progress' under the No Child Left Behind Act. Richard Cate is Vermont's outgoing Commissioner of Education. Johanna Harpster is Superintendent of the Windham Northeast Supervisory Union. Carter Smith administers special education for the Williston school district. They speak with VPR's Jane Lindholm about what the latest test results say about education in Vermont.
