Federal regulators say the Vermont Yankee nuclear plant is not allowed to use funds set aside for decommissioning to pay for storing its spent fuel; a Vermont civil rights panel will focus in the next two years on immigration and possible racial profiling; the House has approved a ban on the sale of baby toys that contain a group of chemicals known as phthalates; workers have repaired a gate on a Connecticut River hydroelectric dam that had been stuck open for the past two weeks.
