Plans to build a homeless shelter in the town of Hartford are colliding with the concerns of neighbors. The tension is playing out before the planning commission. Opponents of the shelter have safety concerns. Shelter supporters say there are misconceptions about who the area's homeless are. Reporter John Gregg of the Valley News spoke with VPR's Steve Zind about the situation.
