Here are the top stories at the noon hour.

Another top environmentalist educates the Legislature on climate change and its implications for Vermont; the state's Congressional delegation is united against the President sending more American forces to Iraq; IBM announced this morning that it has secured more than thirty six hundred new patents for inventions and improvements during the past year, and that more than 250 of those came from work done at the company's Essex Junction plant; there are no indications of fraud or abuse in two major transportation projects in Brattleboro; there's another indication today that politics is never out of season in New Hampshire.
