Vermont's Income Sensitivity Program

For over a decade, about 70 percent of all Vermonters have been able to pay their education taxes based on their income and not on the value of their property. We take a close look at this policy, called Income Sensitivity. Some people think the program should be expanded, while others want to sharply restrict eligibility in the program.
