has been a hard month for local government leaders in both
Burlington
and Montpelier
as two separate financial controversies came to the public's attention: Burlington
Telecom and Scott Construction. In light of these recent events, Vermont
Edition will tackle questions of government transparency. Does good
government sometimes require secrecy or does the public always have the right
