A special panel that has the authority to spend money when Vermont lawmakers aren't in session is set to vote on nearly $8 million in funding to help low-income residents heat their homes this winter.

As Vermont heads into the heating season, the state has launched a major change in how it helps people who heat with wood. For the first time, the fuel assistance program is making benefits directly to people on electronic debit cards.
